Oil Design & Construction Company (ODCC) was established on October 15, 1991, through a partnership between the National Iranian Oil Company (NIOC) and Oil Industries’ Engineering and Construction Company (OIEC), initially operating under the name “Oil Industries Machinery Company.” Four years later, the NIOC transferred its shares to the other shareholder, while the company continued to strengthen its operational foundations and prepare for a more active role in the oil industry.
During this period, ODCC focused on organizational development and the establishment of core project delivery capabilities, covering project management, engineering, procurement, construction, installation and commissioning. These foundations enabled the company to build the capabilities needed to engage effectively with major clients across Iran’s oil and gas industry. With these capabilities in place, ODCC began undertaking major EPC projects across the oil, gas and petrochemical sectors, laying the groundwork for its evolution into a key player in the country’s industrial project landscape.
The second decade began with the company’s official rebranding as “Oil Design & Construction Company.” At the time, its principal shareholders were Oil Industries’ Engineering and Construction Company and subsidiaries of the National Iranian Oil Refining and Distribution Company.
This period marked a major shift in the company’s development, as ODCC expanded into the operational core of the oil industry and began delivering major EPC projects. The execution of large-scale projects across the oil, gas and energy sectors accelerated the company’s growth and broadened its technical and project delivery capabilities.

During its third decade, the continued delivery of major national refinery projects further strengthened ODCC’s execution capabilities and reinforced its competitive position within the industry. A strong focus on capacity development and enhanced operational performance became one of the defining characteristics of the company’s activities during this period.
As ODCC entered the second half of its fourth decade, identifying and establishing corrective and development initiatives became a strategic priority for enhancing performance and reinforcing the company’s position in the industry.
Designed to strengthen competitive advantages and create new opportunities in the market, these initiatives have provided a foundation for ODCC’s continued development, transformation and expansion into new areas of business.
