Scope of Work

  • Basic engineering, technical oversight, and on-site supervision for advanced metering systems, fiber-optic communication networks, and LDS/DAS monitoring platforms:
  • Installation of high-accuracy metering systems at import, export, and swap terminals
  • Deployment of accurate metering systems at refinery inlet and outlet points
  • Installation of mass flow meters at internal transfer points of the National Iranian Oil Products Distribution Company
  • Implementation of precision metering on pipelines supplying power generation facilities
  • Completion of metering systems on loading arms at oil storage terminals
  • Upgrading of existing crude oil feed metering systems at refineries
  • Completion and expansion of the fiber-optic network of the Iranian Oil Pipelines and Telecommunications Company, including implementation of LDS and DAS platforms
  • Construction of a mass flow meter calibration center
  • Installation of level gauging systems (LG/TG) on balance tanks of the Iranian Oil Pipelines and Telecommunications Company
  • Completion of tank level gauging systems and data transmission panels for fuel stations, linked to the National Distribution Monitoring Center
  • Completion of LG/TG installation projects on storage tanks of the National Distribution Company
  • Development of a geofencing system and equipping the road transportation fleet with GPS trackers, weight sensors, and electronic sealing systems
  • Expansion of the National Distribution Company Monitoring Center
  • Expansion of the Oil Pipelines and Telecommunications Company Monitoring Center
  • Expansion of the National Refining and Distribution Monitoring Center

 

Project Objectives

  • Implementation of a nationwide real-time monitoring and smart fuel supply chain management system to prevent fuel losses, detect leaks, and combat fuel smuggling through advanced digital, metering, and sensing technologies.
Construction of Pump Stations and Oil Terminals (Abadan & Mahshahr Mile 40)

Construction of Pump Stations and Oil Terminals (Abadan & Mahshahr Mile 40)

Scope of Work

  • Front-end and Detailed engineering services
  • Procurement of equipment and materials
  • Construction and installation
  • Pre-commissioning activities and participation in commissioning

 

Project Objectives

I. The initiative is designed to upgrade, reorganize, and modernize crude oil and petroleum product transfer infrastructure serving Abadan Refinery and the Mahshahr Mile-40 terminal. Key components include:

II. Construction of Mile-40 Mahshahr pump station and storage tanks to transfer crude oil received from Mile-19 facilities to Abadan Refinery, with a transfer capacity of 210,000 barrels per day and storage capacity of 528,000 barrels.

III. Development of crude oil receiving and pressure regulation facilities at Abadan Refinery for flows originating from Mile-40 Mahshahr, Basra, and Darkhoveyn, with a combined capacity of 670,000 barrels per day.

IV. Construction of integrated product dispatch facilities (gasoline, kerosene, diesel), fuel oil, and light distillates, along with interconnecting pipelines, supporting a combined transfer capacity of approximately 926,500 barrels per day, including:

  • Four product dispatch pump stations from Abadan Refinery to Mahshahr, Ahvaz, and Nezamieh (546,500 barrels/day).
  • A light distillate transfer pump station from Abadan to Mahshahr (130,000 barrels/day)
  • A fuel oil transfer pump station from Abadan to Mahshahr (250,000 barrels/day)

 

Project Significance

  • This project represents a major upgrade of crude and product logistics infrastructure, enhancing transfer reliability, operational flexibility, and storage capability while supporting increased refinery throughput and regional energy distribution.
Shadegan Oil Field Development (Phases 1.1 & 1.2)

Project Overview

  • Engineering, Procurement, Construction and Commissioning of the Shadegan Oil Field

 

Scope of Work

  • Full EPCC execution of surface facilities for field development
  • Construction of oil transmission pipelines from Marun-3 Central Processing Facility (CPF) to Marun-4 CPF
  • Pipeline installation from the Shadegan production cluster to Marun-3 CPF
  • Installation of well flowlines, produced-water disposal systems, and expansion of the Shadegan production cluster

 

Project Objectives

  • Comprehensive development of the Shadegan Oil Field to significantly increase crude oil production and enhance field recovery performance.

 

Shadegan Oil Field: Location, Characteristics & Development Outlook

  • Strategic Location:

The Shadegan Oil Field is one of Iran’s major hydrocarbon assets, located in the southern part of Khuzestan Province near the city of Shadegan, approximately 65 km south of Ahvaz. Covering an area of about 138 km² (23 km long and 6 km wide), the field is situated between the Ahvaz oil field to the north and the Darkhoveyn oil field to the south, providing strong logistical and operational advantages.

  • Reservoir Characteristics

The field comprises two primary reservoirs:

I. Asmari Reservoir:

Shallower depth, lighter crude, simpler production conditions, and higher production rates

II. Bangestan Reservoir:

Deeper formation with higher pressure, requiring more complex production techniques

Estimated oil in place reaches 4.4 billion barrels, with 400-500 million barrels considered recoverable using conventional technologies.

  • Current Production Status

Currently operated by the National Iranian South Oilfields Company (NISOC), the field includes more than 30 drilled wells and produces 30,000–40,000 barrels per day. The development program aims to elevate production capacity to 150,000 barrels per day.

 

Development Strategy

Key Development Objectives:

  • Increasing crude oil production capacity
  • Deployment of Improved and Enhanced Oil Recovery (IOR/EOR) technologies
  • Construction of surface facilities, including pipelines, booster stations, and processing units

 

Participating Companies

  • Oil Design & Construction Company (ODCC)
  • MA-Vostok (Russia)
  • Taha Oil & Gas Development
  • TAPPICO

These companies are executing the project under EPC-1 and EPC-2 contracts, covering full engineering, procurement, and construction scopes. The contracts were finalized in May 2024, marking a major step forward in the field’s large-scale development.

 

Crude Oil Quality

  • Crude oil produced from the Shadegan field is generally classified as medium to heavy crude. In certain zones, sulfur content is relatively high, requiring additional processing or blending with lighter crudes for domestic consumption or export.

 

Strategic Significance of the Shadegan Oil Field

  • Proximity to major oil infrastructure in Ahvaz and Darkhoveyn
  • Strong potential to offset production decline in mature oil fields
  • High appeal for international participation under Iran’s IPC contractual framework
  • Collaboration with international partners such as MA-Vostok reflects Iran’s growing engagement with global expertise in upstream oil development
